How do I change a deed without a lawyer?

My father passed away and left his house to me and my sister. He was exempt from paying property taxes because he was a disabled veteran. The problem is that we lost the will and the lawyer who has the will wants $2000 to change the deed. We can’t afford that. The tax office said we would not be billed for the property taxes until we change the deed and now the mortgage company wants proof of tax payment. The deeds office would prefer we use the lawyer, but said we could do it ourselves. We just don’t know how.
